As the commonwealth turns its attention to Virginia Green and its open space initiative to ensure that every Virginian has access to parks and green spaces and that tourism to this great state is sustainable — The Rose Gaming Resort doubles down on its commitment to bring more green space to Virginia.
The Rose is fully dedicated to developing the social, fiscal, and environmental well-being of Dumfries, and in doing so, realize the necessity of urban green space. However, open green space is not always readily available. The Rose Gaming Resort will rezone, thoroughly clean, and convert a current landfill into an ecologically sound park.
This process, while highly involved, is quite common and has been used since 1916 to turn landfills into green space. Communities from coast to coast have taken this opportunity to transform this unusable space into city parks. Currently, there are approximately 4,500 acres of landfill parks in major cities across the country.
While the landfill-to-parks movement continues to grow, it is not without its challenges. It’s an expensive process and requires a specific and defined planning process. The Rose Gaming Resort is fully committed to seeing this process through and adding 79 acres of new green space to the community of Dumfries.
Please note that the official opening date for the park is subject to local health department as well as the Virginia Department of Environmental Quality approvals.

What is the environmental impact of building on a landfill?
The current Closure Plan outlines how the landfill is capped and closed allowing us to convert it into a 80-acre park. The Post Closure Plan covers maintenance of the landfill to include monitoring of ground water as well as other impact areas. DEQ requires continuous monitoring for 10 years, and if there are issues, we are required to take mitigation actions.

What are the Park hours of operation?
Park hours from are from dawn to dusk.

Who will be responsible for the public park upkeep?
Colonial Downs Group, as the developer and parent company of The Rose, will be responsible for maintaining the park for the first 10 years or until post-closure care on the landfill has been completed. At that time, the park will be dedicated to the Town of Dumfries.

Will there be barbeque areas in the Park?
No, there will be no BBQ area in the park due to regulatory and town guidelines, no open flame is permitted in the park.
